SR 509/I-5 Freight and Congestion Relief Project

SR 509: Corridor Completion/I-5/South Access Road Project

Since 1991, Baillie has been providing strategic project management and related services to the funding partners for this $1 billion freeway extension project in south King County, Washington, near Sea-Tac International Airport (Sea-Tac Airport). The major funding partner, the Washington State Department of Transportation (WSDOT). is collaborating with the Federal Highway Administration, the Port of Seattle, Metropolitan King County, and the cities of SeaTac, Kent, Federal Way, and Des Moines on the project. The project completes the "missing link" of the SR 509 freeway around the southwest side of Sea-Tac Airport to I-5 and includes substantial improvements to Interstate 5 as well as a new South Access Road to Sea-Tac Airport.

Project Management Trainings (Multiple Courses and Venues)

Baillie was selected by the Oregon Department of Administrative Services to provide custom project management training courses to state employees throughout the State of Oregon. In addition, Baillie was selected by the League of Oregon Cities and ODOT to develop and deliver project management trainings, again statewide. For the past two years, Baillie has delivered a customized contract management course to transit employees statewide though the Washington State Transit Training Coalition. In addition, Baillie developed and delivers multiple courses on project management through open enrollment offerings from TRANSPEED, the University of Washington professional continuing education arm of the College of Engineering.

Environmental Permitting and Feasibility Studies

Baillie provides feasibility studies and related entitlement (permitting, etc.) services to private clients for projects in environmentally sensitive areas, such as waterfront and pristine environments. Using context  sensitive design, Baillie has obtained permits for private docks and waterfront facilities, public parks, marinas, and related projects on Whidbey Island, in Gig Harbor, and Port Orchard, among other locations.

SR 518, Third Lane and SR 509/SR 518 Interchange Improvements

Baillie was selected by WSDOT and the Port of Seattle to provide project management services in the form of scheduling, tracking, controlling, and reporting for this $100 million (combined) project near Sea-Tac International Airport.

SR 104:  Hood Canal Bridge East Half Replacement, Graving Dock Archaeology

 Baillie provided project management services to WSDOT and Larson Anthropological Archaeological Services Limited for the extensive cultural resources investigations associated with the graving dock portion of this $260 million project to replace the failing east one-half of the Hood Canal Floating Bridge.  The graving dock site was coincident with the largest historic Native American village site ever discovered in Washington state.

WSDOT Urban Corridors Office (UCO) Project Review Services

Baillie was retained by the WSDOT UCO, the newest region in WSDOT, to review and report on the efficacy of current processes for tracking, controlling, and reporting for UCO major projects.  Work included a review of the integration of project management techniques, accountability, consistency, and reliability of reported progress and related earned value.

SeaTac Federal Detention Center

When the Federal Bureau of Prisons (Bureau) expressed interest in siting a new federal detention facility to serve Seattle and Tacoma, Baillie & Associates, Inc. led the efforts to initially analyze and identify candidate sites throughout the region. Once sites were narrowed down, Baillie & Associates, Inc. assisted in the preparation of the Environmental Impact Statement (EIS), conducted boundary surveys and geological investigations for the site, and assisted in the determination of mitigations. The SeaTac site, initially discovered by Baillie, was selected and is currently occupied by a 500-bed, $55 million, Federal Detention Center.

Federal Correctional Institution, Herlong California

Baillie & Associates, Inc. conducted the initial siting studies for the Federal Bureau of Prisons in its efforts to site a new Federal Correctional Institution (FCI) on lands to be excessed by the U.S. Army under the Base Realignment and Closure Act of 1995. Baillie also assisted in the preparation of the EIS and conducted boundary surveys, geological investigations, and utilities coordination/analysis.

Herlong Utilities Cooperative, Water and Wastewater Systems Project

Baillie & Associates, Inc. provided project management and environmental services to the Herlong Utilities Cooperative (HUC) and assisted the HUC in expediting the CEQA EIR process. Baillie expedited the procurement of well pipe, the installation of a 600-foot deep test/production well, and the conduct of biological and aquifer impact analyses. Baillie also assisted in the provision of interim utility services to the nearby federal correctional institution.

Susanville Indian Rancheria, Section 106/NAGPRA Memorandum of Agreement

Baillie & Associates, Inc. assisted the Federal Bureau of Prisons (Bureau) in the negotiation and signing of a Memorandum of Agreement (MOA) between the Bureau and the Susanville Indian Rancheria (Rancheria) for the provision of onsite construction monitors, the setting aside and fencing of a one-acre repatriation area, and related services. The MOA was the first such agreement to be executed by the Bureau.

Whidbey Island, Washington Dock

Baillie & Associates, Inc. provided environmental, permitting, and informal consultation services to a private party for the proposed renovation of a former mosquito fleet ferry dock on Whidbey Island in the State of Washington.

United States Penitentiary, Lompoc, California

Baillie & Associates, Inc. provided a wide range of services to the Federal Bureau of Prisons (Bureau) for a proposed new United States Penitentiary (USP) in Lompoc (Santa Barbara County), California. Services provided included BRAC land transfer negotiations, geotechnical investigations, environmental studies, environmental documentation, and related services.

Federal Correctional Institution (FCI), Victorville, California

For the Federal Bureau of Prisons (Bureau), Baillie & Associates, Inc. performed a range of services relating to the siting, permitting, design, and construction of the a new FCI in Victorville (San Bernardino County), California. Services included siting studies, utility feasibility studies, boundary surveys, geotechnical investigations, drainage analyses, fencing/security, and related tasks.

Project Management Training

For the Professional Continuing Education arm of the University of Washington (TRANSPEED), Baillie has developed and currently teaches several project management training courses covering virtually all elements of project management including:

  • Washington State Department of Transportation
  • Administering Consultant Contracts
  • Managing Consultants
  • Measuring Project Performance
     
In addition, Baillie developed and annually conducts a training course in managing and administering contracts for the Washington State Transit Training Coalition and has been retained by the Departments of Administrative Services in Washington and Oregon to develop and conduct project management trainings for state employees, statewide.  Baillie is also currently conducting project management trainings in Oregon under a joint agreement between ODOT and the League of Oregon Cities.
