SR 104: Hood Canal Bridge East Half Replacement, Graving Dock Archaeology Baillie provided project management services to WSDOT and Larson Anthropological Archaeological Services Limited for the extensive cultural resources investigations associated with the graving dock portion of this $260 million project to replace the failing east one-half of the Hood Canal Floating Bridge. The graving dock site was coincident with the largest historic Native American village site ever discovered in Washington state. .................................................................................................................................. WSDOT Urban Corridors Office (UCO) Project Review Services Baillie was retained by the WSDOT UCO, the newest region in WSDOT, to review and report on the efficacy of current processes for tracking, controlling, and reporting for UCO major projects. Work included a review of the integration of project management techniques, accountability, consistency, and reliability of reported progress and related earned value.

When the Federal Bureau of Prisons (Bureau) expressed interest in siting a new federal detention facility to serve Seattle and Tacoma, Baillie & Associates, Inc. led the efforts to initially analyze and identify candidate sites throughout the region. Once sites were narrowed down, Baillie & Associates, Inc. assisted in the preparation of the Environmental Impact Statement (EIS), conducted boundary surveys and geological investigations for the site, and assisted in the determination of mitigations. The SeaTac site, initially discovered by Baillie, was selected and is currently occupied by a 500-bed, $55 million, Federal Detention Center.

Baillie & Associates, Inc. conducted the initial siting studies for the Federal Bureau of Prisons in its efforts to site a new Federal Correctional Institution (FCI) on lands to be excessed by the U.S. Army under the Base Realignment and Closure Act of 1995. Baillie also assisted in the preparation of the EIS and conducted boundary surveys, geological investigations, and utilities coordination/analysis.

Baillie & Associates, Inc. provided project management and environmental services to the Herlong Utilities Cooperative (HUC) and assisted the HUC in expediting the CEQA EIR process. Baillie expedited the procurement of well pipe, the installation of a 600-foot deep test/production well, and the conduct of biological and aquifer impact analyses. Baillie also assisted in the provision of interim utility services to the nearby federal correctional institution. ..................................................................................................................................
Baillie & Associates, Inc. assisted the Federal Bureau of Prisons (Bureau) in the negotiation and signing of a Memorandum of Agreement (MOA) between the Bureau and the Susanville Indian Rancheria (Rancheria) for the provision of onsite construction monitors, the setting aside and fencing of a one-acre repatriation area, and related services.
